The Seal of Good Local Governance (SGLG) gives credence and distinction to local government units with exemplary performance, having passed all the 10 assessment areas. For CY 2022, 15 LGUS from Region XI were bestowed with this most-sought after recognition during the awarding ceremony held on December 15, 2022 at the Manila Hotel, Manila City. These include:

                   Provinces               : Davao Province of Davao del Norte, and Province of Davao Oriental  

                   Cities                     : Island Garden City of Samal, Mati City, and Digos City

                   Municipalities          : LGUs of the Province of Davao de Oro    : Maragusan, Monkayo, and New Bataan

                                                  LGUs of the Province of Davao Oriental        : Banaybanay, Lupon, and San Isidro

                                                  LGUs of the Province of Davao del Sur     : Bansalan, Matanao, and Sulop

                                                  LGU of the Province of Davao Occidental    : Don Marcelino

Aside from the marker, these LGUs received the following SGLG Incentive Funds for any development projects they have identified – Php 9,500,000.00 for the provinces; Php7,000,000.00 for the component cities; and Php 5,000,000 for the municipalities.

To resolve issues concerning the utilization of SGLG IF, a regional roll-out of on the policy as embodied in Memorandum Circular 2023-019 dated 31 January 2023, entitled, “Operational Guidelines on the implementation of the FY 2022 Seal of Good Local Governance Incentive Fund” was held last February 28- March 1, 2023 at the Apo View Hotel, Davao City. It was Participants were the DILG Provincial Directors, DILG Cluster Heads, and representatives from the SGLG awardee-LGUs.

The Department of the Interior and Local Government (DILG) Regional Office XI received the Bronze Award from The Civil Service Commission (CSC) Region XI for attaining Maturity Level II of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) in government service during the culmination of the 122nd – year celebration of the of the Civil Service Commission in the country on September 30, 2022, at the Waterfront Insular Hotel, Davao City.

PRIME-HRM is a program of the CSC aimed to enhance of the four (4) core HRM Systems: (1) Recruitment, Selection, and Placement; (2) Performance Management; (3) Learning and Development; and (4) Rewards and Recognition. This is seen as a mechanism to strengthen government institutions and to develop their internal capabilities to meet the challenges in the field of public service.

Mabini and Administrative Officer IV, Kristel Diane C. Tadtad and the late Elizabeth C. Basilio who focused on the aspect of Performance Management; LGOO V Christian A. Derecho who worked on the Recruitment, Selection and Placement; Administrative Aide VI Aimee Angelica T. Seleana on Rewards and Recognition; and LGOO III/HEA Armelyn A. DILG XI participates in the Simultaneous Covid-19 Booster Inoculation on September 30, 2022, at the DILG XI Conference Room.

The DILG XI unites with other national government offices in the mission to strengthen the protection and wall of immunity for every Filipino against Covid-19. During the half-day activity, a total of 50 DILG XI employees and dependents receive Covid-19 booster shots.

  

DILG XI Regional Director Alex C. Roldan expresses his utmost gratitude to the Davao City Health Office mobile vaccination team led by Dr. Katrina Ann Villa-Agustin for administering the vaccination and to the Bureau of Fire XI headed by RD Senior Superintendent Richard V. Arbutante for the BFP team led by Chief Regional Nurse Inspector Reomar C. Bucao along with Senior Fire Officer Randolph Jude C. Tacata for providing assistance in the activity.

  

The activity is part of the week-long event of Bakunahang Bayan, from September 26-30, 2022, which aims to strengthen the immunity of Filipinos against Covid-19 by increasing the number of vaccinated individuals. To reach the national vaccination coverage goals in the country, vaccination and booster shots administration are made even more accessible through settings-based approach, focusing to deliver vaccination services to homes and workplaces.

The DILG XI-Office of the Regional Director conductd Gender Sensitivity Training for Contract of Service (COs) and (JOs) personnel on September 27-28, 2022 at Malagos Garden Resort, Davao City.

The main objective of the activity is for the newly hired employees to gain awareness on gender sensitivity, to increase awareness on gender issues and biases resulting in gender inequalities and discrimination, to understand gender and STI, HIV, its existing laws that protect women and girls from abuse and violence, to understand the historical perspective of women’s oppression, the traditional stereotyped images of women and men’s roles and status in society, to come up with recommendations for interventions and affirmative programs of action and to have basic knowledge on Bawal Bastos Law. 

Regional Director Alex C. Roldan, CESO V emphasized the importance of Gender Sensitivity Training among government employees during his message, highlighting the awareness on different issues and discrimination that are common in the workplace. Through these initiatives, a better way of understanding issues of diversity on sex and gender can be developed.

Moreover, LGOO III/HEA Armelyn A. Malila, MSSW talked about the mandatory conduct among newly hired employees to gain a better understanding and knowledge on the program which could gradually reduce gender issues, discrimination, and biases, particularly within the workplace. She also mentioned the importance of reiterating their learnings on good cultures, leadership, and proper values towards clients and colleagues in their respective offices. And lastly, she also emphasized that sharing personal values could contribute to the smooth operations within their offices and that may result in better individual accomplishments towards the goals and mission of the Department.

Ms. Pricilla M Senoc, HEPO III from the Davao City Health Office discussed thoroughly the Sensitization Agree or Disagree Values Clarification, Defining Sex and Gender History of Oppression of Women, Manifestation of Gender Biases Women Empowerment Sexuality and SOGIE, Sexually Transmitted Infection HIV and AIDS/Trends, The Journey of life, The Domino of HIV Infection, Gender and Self-Awareness, Highlights on RA 9262 Magna Carta on Women’s Rights.

All of these discussions are relevant as part of additional learnings and development of the DILG XI personnel. (A.Malila)

To serve as an instrument for reformation of drug personalities and persons who use drugs (PWUDs) and to provide a family-based in-house reformation for them which is LGU-led and collaborative among government agencies and stockholders, the Municipality of Sta. Maria, Davao Occidental, helmed by Municipal Mayor Claude Benjamin II "Dinko" D. Bautista, inaugurated its "Balay Silangan" on August 19, 2022.

A newly refurbished building situated at Sitio Sagrada, Brgy. Poblacion, Sta. Maria, Davao Occidental serves as the edifice of a bright future for those PWUDS who seek positive change in their lives.

"A holistic approach will be employed in conducting the formation of the enrollees to the Balay Silangan program as they would undergo physical, psychological, and spiritual interventions so that they can fully experience transformation" PDEA-XI Regional Director Aileen T. Lovitos said.

"The real achievement of the campaign against illegal drugs is to bring those affected to self transformation so that they can contribute to the betterment of the community they are living in and Balay Silangan will facilitate that objective" emphasized by PCOL Roel DR Flores, Provincial Director, Davao Occidental Police Provincial Office. 

Dr. Ma. Victoria R. Rabara, Municipal Health Officer, also said that they will support the Balay Silangan program because the illegal drug problem is also a public health concern.

"We aim to ace all the performance audits to make Sta. Maria synonymous with good local governance, that is one of the reasons why we establish the Balay Silangan. But beyond compliance, we will also endeavor to make this an effective tool for reformation and transformation of our PWUDs," Mayor Dinko Bautista said.

The event was also graced by Board Member Brett L. Member representing Provincial Governor Franklin P. Bautista, DSWD, DOJ Parole and Probation Administration, BFP, TESDA, DOH, Liga ng mga Barangay, Religious Sector and Civil Society Organizations (CSOs).

The activity was capped off with the signing of the Memorandum of Understanding (MOU), signing of the pledge of commitment and blessing of the Balay Silangan.
