DILG XI Through Local Government Monitoring and Evaluation Division, Conducted a Decentralization Regional Conference on October 29-30, 2024 at Apo View Hotel, J. Camus St., Davao City
The Decentralization Regional Conference aims to bring together both scholars and practitioners and DILG Field Officers to discuss the pressing issues of decentralization using the local lens.
DILG XI Assistant Regional Director Charissa T. Guerta, CESO V, delivered the Welcome Message on behalf of Regional Director Abdullah V. Matalam. ARD Guerta highlighted the importance of strengthening the partnership between the DILG and the local Higher Educational Institutions.
Mr. Arthur Franz B. Tenorio, Project Development Officer III of the DILG Decentralization and Local Governance Reform Advocacy Program โ Project Management Office provided the Overview of the Activity.
The DILG Central Office Bureau of Local Government Development presented the Roadmap in Amending the 1991 Local Government Code (LGC) through a video presentation. The Roadmap comprises the following phases: Phase 1: Building knowledge and evidence and establishing alliances with other stakeholders; Phase 2: Setting the policy reform priorities for the LGC, filling in the information gaps, and expanding the support for LGC reforms; and Phase 3: Mobilizing policy entrepreneurs and reform champions for the passage of proposed legislative bills amending the LGC.
Mr. Pet Francis H. Casumpang, MST, Faculty Member of the Davao de Oro State College, Mr. Aristeo C. Salapa, DPA, Dean of the College of Management of the University of Southeastern Philippines, and Mr. Leo Ian D. Jovero, MPA, Faculty Member of the Davao Oriental State University, presented the researches on decentralization of their respective schools in the area of disaster risk reduction and management, social services, fiscal management, public administration and governance, and human resource.
The DILG City/Provincial Directors, Cluster Heads, City/Municipal Local Government Operations Officers, and members of the Local Governance Regional Resource Center (LGRRCs) shared their recommendations and proposed amendments to the LGC during the workshop.
DILG XI LGMED Chief Phillen C. Larrabaster, MPA, thanked the partner local Higher Educational Institutions, DILG Field Officers and members of the Local Governance Regional Resource Center (LGRRCs) for their active participation and for a holistic dialogue on decentralization.
