Davao City โ€” The second day of the Strategic Leadership for Good Governance: Introductory Course for Newly-Minted Officials continued today, September 3, 2025, at the Sotogrande Hotel, Davao City. With a focus on deepening the knowledge and leadership skills of the participants, the sessions covered two comprehensive modules that tackled both the current governance landscape and the fundamentals of local leadership.

Module 1: Governance Today for Leaders of Tomorrow: Pathways to Sustainable Development explored the key pillars of local governance in advancing inclusive and sustainable growth. DILG XI Regional Director Abdullah V. Matalam opened the discussions with Philippine Local Governance and Excellence in Public Service, emphasizing the importance of good governance practices in ensuring effective service delivery. DEPDev XI Regional Director Priscilla R. Sonido followed with a session on Economic Growth, Poverty Reduction, and Social Cohesion, highlighting the interconnection of economic opportunities, poverty alleviation, and social harmony in community development. On the theme of resilience, OCD XI Regional Director Ednar C. Dayanghirang presented Localizing DRRM-CCAM and Community Resilience, underscoring the role of proactive local governments in addressing disaster risks and climate change impacts. Rounding up the module, Dr. Kristoffer B. Berse, Dean of UP-NCPAG, delivered an inspiring talk on Ethical Leadership in Public Management, calling on new leaders to uphold integrity, accountability, and ethical decision-making in public service.

In the afternoon, the program proceeded with Module 2: Jumpstarting Local Government Leadership, which provided practical guidance on leadership and governance fundamentals. Atty. Camille E. Flores, Asst. Division Chief of LGCDD, DILG XI, began the discussions with a comprehensive review of the Salient Features of the Local Government Code of 1991, Inter-Governmental Relations, and the Duties, Responsibilities, and Accountabilities of Local Chief Executives and Sanggunians. This was followed by DILG XI Assistant Regional Director Charissa T. Guerta, CESO V, who elaborated on Local Governance Administration: LGU Mandated Plans, Budgeting, and Financing Development, stressing the need for proper planning and resource allocation. Sharing his experiences as a former local chief executive, MGEN Fernando Luna Mesa, former Mayor of Alabat, Quezon Province, discussed Entrepreneurial Leadership and Local Economic Development, emphasizing innovative leadership in fostering economic growth. Closing the module, Ms. Sheila L. Dingcong engaged the participants with a dynamic session on Leadership, Managing People, Communicating Results, and Branding, highlighting practical strategies for effective leadership and public engagement.

The second dayโ€™s sessions equipped newly-elected officials with a well-rounded perspective on governance, development, and leadership. By combining policy insights, practical tools, and values-driven leadership principles, the course reinforced the critical role of local officials in steering their communities toward sustainable and inclusive growth.
