DILG XI Provides Technical Assistance During Basic Training on the Management of the Dead and Missing Persons (MDM) in Kapalong

Pursuant to DILG Memorandum Circular No. 2026-003, the Department of the Interior and Local Government (DILG) Region XI provided technical assistance during the Three-Day Basic Training on the Management of the Dead and Missing Persons (MDM) held on July 8–10, 2026, hosted by the Local Government Unit of Kapalong, Davao del Norte. A total of 32 participants successfully completed the training, further enhancing local capacities in the management of the dead and missing during disasters and emergencies.

The training covered the legal and policy framework governing the Management of the Dead and Missing (MDM), its integration into the Philippine Disaster Risk Reduction and Management System (PDRRMS), the National Disaster Response Plan (NDRP), and the Incident Command System (ICS).

Participants conduct a field simulation exercise wearing full PPE gear to strengthen operational readiness.
Inter-Agency Collaboration: DILG Region XI, through its pool of subject matter experts, joined resource persons from the National Bureau of Investigation (NBI) XI, the Davao City Social Welfare and Development Office (CSWDO), and the Office of Civil Defense (OCD) Region XI (through an RDRRMC XI Incident Command System-Accredited Resource Person) in providing technical expertise and facilitating the various learning sessions throughout the training.

The activity underscores the importance of inter-agency collaboration in strengthening the preparedness and response capabilities of local government units and ensuring that the management of the dead and missing during emergencies is carried out in a coordinated, dignified, and people-centered manner.
