Philippine Agenda for Localization of Open Government Partnership (PH-OGP Localization) Masterclass

The Department of the Interior and Local Government (DILG) Region XI successfully conducted the Philippine Agenda for Localization of Open Government Partnership (PH-OGP Localization) Masterclass at The Apo View Hotel, Davao City. The event brought together representatives from the Department of Budget and Management (DBM) XI, Kasilak Development Foundation, Inc., PhilDHRRA, Mahintana Foundation, Inc., National Chaplains of the Philippines – Davao Region, civil society organizations (CSOs), DILG Field Officers, and the ten (10) cohort Local Government Units (LGUs) of the Davao Region.

The two-day Masterclass equipped participants with the knowledge, tools, and practical guidance needed to advance the Transparency, Accountability, and Participation (TAP) principles of open government. Through learning sessions, workshops, and collaborative discussions, participants explored strategies for strengthening stakeholder engagement, co-creating flagship programs, and institutionalizing open government practices within their respective local government units.

Anchored on Executive Order No. 31, s. 2023, the activity highlighted that transparency promotes openness and access to government information, accountability encourages government institutions to be answerable for their decisions and performance, and participation ensures that citizens and civil society have meaningful opportunities to contribute to governance.

As the cohort LGUs move into the next phase of the PH-OGP Localization journey, DILG Region XI remains committed to supporting local governments in translating these principles into concrete initiatives that strengthen public trust and improve local governance.
