Conduct of CY 2026 Capability Building for CSO Desk Officers

The Department of the Interior and Local Government (DILG) Region XI successfully conducted the CY 2026 Capability Building for Civil Society Organization (CSO) Desk Officers on July 27, 2026, at Acacia Hotel, Davao City, bringing together CSO Desk Officers from local government units across the Davao Region to strengthen their capacities in promoting participatory governance and citizen engagement.

The activity aimed to enhance the competencies of CSO Desk Officers in implementing the provisions of DILG Memorandum Circular No. 2021-054, with emphasis on strengthening Local People’s Councils (LPCs), improving CSO participation in local planning and budgeting, managing CSO-LGU partnerships, and fostering collaborative governance. It also served as a venue for participants to deepen their understanding of their roles as facilitators of meaningful citizen participation and as key linkages between local governments and civil society organizations.

Throughout the capability-building activity, participants engaged in interactive learning sessions, workshops, and peer-sharing discussions that highlighted practical strategies, good practices, and real-life experiences in managing CSO engagement at the local level.

The discussions emphasized that effective governance goes beyond policy compliance by cultivating transparent, accountable, and inclusive decision-making processes where citizens actively contribute to local development.

The activity likewise fostered stronger professional networks among CSO Desk Officers across the region, encouraging continuous knowledge exchange and peer support in addressing common governance challenges. Through collaborative learning and the sharing of best practices, participants gained valuable insights that can be adapted and replicated in their respective localities.
