The Department of the Interior and Local Government (DILG) Region XI successfully conducted the Orientation and Formulation of the Regional Institutional Development Support (RIDS) Program Implementation Plan on August 3, 2026, at the Apo View Hotel, Davao City. The activity gathered DILG Provincial and HUC Focal Persons, City and Municipal Local Government Operations Officers (C/MLGOOs), and representatives from the member agencies of the Regional Council for Good Local Governance (RCGLG) XI to strengthen the region’s strategic approach in delivering capacity development interventions for local government units (LGUs).

The activity aimed to align the 2026 RIDS implementation framework and formulate a unified RIDS Program Implementation Plan anchored on evidence-based governance data. Participants analyzed governance performance using the Capacity Development Analytics System (CapDevAS), identified priority governance gaps, and developed responsive capacity development interventions based on the needs of LGUs.

One of the highlights of the activity was the workshop on the formulation and prioritization of proposed capacity development interventions. DILG HUC/Provincial Teams analyzed governance gaps, identified appropriate interventions, and validated proposed initiatives against existing programs of RCGLG member agencies and other national government agencies. This collaborative approach ensured complementation of resources, avoided duplication of interventions, and produced a consolidated list of priority capacity development initiatives for funding consideration under the CY 2026 RIDS Program and the next three-year RIDS Program cycle.

Participants also developed Results Frameworks and Monitoring and Evaluation (M&E) Plans to ensure that every proposed intervention is accompanied by measurable outcomes and performance indicators. The discussions underscored the importance of institutionalizing results-based monitoring and evaluation, enabling DILG to assess whether capacity development initiatives lead to tangible improvements in governance systems, organizational performance, and service delivery among LGUs.
