Local Government Code of 1991 Review and Amendment Program (LGC RevAmP) | Phase 2: Regional Consultation

The Department of the Interior and Local Government Region XI (DILG XI) successfully conducted the Phase 2: Regional Consultation of the Local Government Code of 1991 Review and Amendment Program (LGC RevAmP) on July 28–29, 2026 at the Ritz Hotel at Garden Oases, Bo. Obrero, Davao City.

Following the successful conduct of the Phase 1: Provincial and Highly Urbanized City Consultations, the two-day Regional Consultation brought together key stakeholders and participants to validate the recommendations gathered from the local consultations, discuss emerging governance concerns, clarify institutional overlaps, and identify issues that may require legislative amendments or may instead be addressed through policy issuances and improved implementation.

The consultation covered seven key sectors of local governance:

• Sector 1 – Local Development Planning and Investment Programming
  Facilitated by the University of Mindanao
• Sector 2 – Local Public Financial Management and Revenue Generation
  Facilitated by the University of Mindanao
• Sector 3 – Local Legislative Governance and Legal
  Facilitated by Ateneo de Davao University
• Sector 4 – Social Services Delivery (Health, Nutrition, Social Welfare)
  Facilitated by Ateneo de Davao University
• Sector 5 – Human Resource, Administrative Systems, and Institutional Development
  Facilitated by the University of Southeastern Philippines – Mintal Campus
• Sector 6 – Peace and Order, Public Safety, and Disaster Resilience
  Facilitated by the University of Southeastern Philippines – Mintal Campus
• Sector 7 – Barangay Governance
  Facilitated by the University of Southeastern Philippines – Mintal Campus

The activity was made possible through the valuable partnership of DILG XI with its Local Resource Institution (LRI) Partners—the Ateneo de Davao University, University of Mindanao, and University of Southeastern Philippines – Mintal Campus—whose facilitators and documenters guided the sectoral discussions and helped capture the insights, experiences, and recommendations of the participants.
