The DILG XI โ€“ Local Government Monitoring Evaluation spearheaded the conduct of Rollout Training on the Localized National Action Plan on Preventing and Countering Violent Extremism (PCVE) Module and Orientation on the Early Warning, Prevention, and Response (EWPR) to Risks of Violent Extremist Groups on 16-18 July 2024 at the Apo View Hotel, Camus St., Davao City.

The Punong Barangays, SK Chairpersons, and CSO Leaders of the priority 35 Barangays from the Provinces of Davao de Oro, Davao del Norte, Davao del Sur, Davao Occidental, Davao Oriental, and Davao City were capacitated on the adoption of Early Warning, Prevention, and Response framework and tools to address and mitigate potential conflicts, crises, and humanitarian emergencies in areas that are susceptible to violent extremism presence and threat. Prevention in the context of PCVE has been included as a major strategy to ensure continuous intervention to prevent the acceleration of violence at the community level. The EWPR mechanism is designed as a pre-emptive response before a situation escalates into actual problems.

During the workshop, Punong Barangay Cristine Rose Abalayan of Barangay Sibulan, Davao City emphasized, โ€œwhole-of-nation approach in determining and addressing the prevailing issues and threats in the barangays is crucial in PCVEโ€.

LGMED Chief Phillen C. Larrabaster of DILG XI delivered the Welcome Remarks on behalf of Regional Director Abdullah V. Matalam and discussed the Objectives and Concepts of EWPR. LGMED Assistant Chief Maria Ruby B. Batingal presented the NAP PCVE Legal Bases and Anti-Terrorism Act. In addition, Deputy Commander Col. Moh Yusop Hasan and Major Louie Dema-ala of Civil-Military Operations โ€“ Task Force Davao, 10th Infantry Division, Philippine Army explained the Emerging Risks of Violent Extremism and the NAP PCVE. Assistant Regional Director for Operations Nale Romitman and Assistant Regional Director for Counter Intelligence Rolando Pascua of NICA XI provided technical inputs on Risk Assessment. PCMS Jay Jerick Esparcia of the Police Regional Office XI discussed the Indicators and Conflict Issues and PCPT Jergie Carumba enlightened the participants on the Setting-Up, Warning, and Responses on PCVE.

The Barangay Officials and CSO leaders committed to incorporate their priority programs, projects, and activities on EWPR and PCVE in their respective development plans, investment programs, and budgets to maintain and sustain a peaceful, progressive, resilient, and insurgency-free Davao Region.
