DILG XI Conducted an ” Orientation on the Peace and Order Council (POC) and “Anti-Drug Abuse Council (ADAC) Performance Audit CY 2024” to the HUC/Provincial Focal Persons on February 28, 2024 at the Apo View Hotel, Davao City

As part of the continuing effort of this Department, the DILG XI- Local Government Monitoring and Evaluation Division (LGMED) initiated the conduct of orientation to the HUC/Provincial Focal Persons and Cluster Heads to ensure awareness and prepare relevant documents on the conduct of CY 2024 Peace and Order Councils and Anti-Drug Abuse Councils (ADACs) through the conduct of POC and ADAC Performance Audit.

LGOO II Mary Rose M. Alibiano and Ms. Abigail M. Cabanilla, ADAC Regional Technical Assistant (RTA), discussed the Guidelines on the 2024 Anti-Drug Abuse Council (ADAC) Performance Audit and Awards. Also, the focal persons were reminded on the timely submission of the following reports: (1) Quarterly report on the Community-Based Drug Rehabilitation Program (CBDRP); (2) Semi-annual and annual report on the Special Drug Education Center (SDEC); (3) Utilization Report through ADAC-FMS; and (4) local Anti-Illegal Drug Plan of Action (LADPA). Further, a short review of the system navigation on the Anti-Drug Abuse System (ADAS) and ADAC- Functionality Monitoring System (FMS) was presented.

Moreover, LGOO II Mary Rose M. Alibiano discussed the Guidelines of the 2024 Peace and Order Council (POC) Performance Audit. The changes and additional indicators/pillars were highlighted. Further, other related matters concerning POC were also taken into account such as: (1) Requirements for the Issuance of POP Certification as basis for the Computation of Confidential Fund (CF); (2) Submission of Quarterly CF Accomplishment Report; and (3) Submission of Form 1, Form 2, and Secretariat Report through POPS-PCMS.

OIC-RD Abdullah V. Matalam delivered his closing message and encouraged the field officers to ensure the functionality of the local POCs and ADACs. Also, LGMED Chief Phillen C. Larrabaster provided feedback on the issues and concerns that transpired during the activity and positively considered the recommendations from the field officers.

Through the conduct of the activity, the HUC/Provincial Focal Persons and Cluster Heads were equipped with the knowledge and awareness of the guidelines and indicators of the upcoming POC and ADAC Performance Audit CY 2024.
