April 8, 2025 – Davao City — In its steadfast commitment to building stronger and more business-enabling local government units (LGUs), the Department of the Interior and Local Government Region XI – Local Government Capacity Development Division (DILG XI-LGCDD) launched the Coaching on Business-Friendliness and Competitiveness of LGUs Based on the 2024 Seal of Good Local Governance (SGLG) Results on April 8, 2025, at The Ritz Hotel at Garden Oases, Bo. Obrero, Davao City.

The four-day coaching session, scheduled until April 11, 2025, is attended by Business Permit and Licensing Officers (BPLOs), Building Officials, and members of the Committee on Anti-Red Tape (CART) from select LGUs in Region XI, namely: Laak, Montevista, Padada, Sarangani, Kiblawan, Boston, and Talaingod.

This activity seeks to provide targeted technical assistance to help LGUs improve their compliance and performance under the Business-Friendliness and Competitiveness pillar of the SGLG framework. By leveraging insights from the 2024 SGLG assessment, the coaching aims to strengthen the LGUs’ capacity in streamlining regulatory processes, enhancing investment promotion, and promoting a more responsive and competitive local economy.

Key discussions throughout the training include:

  • Salient Features of the Ease of Doing Business (EODB) Law
  • Streamlining Regulatory Processes in LGUs
  • Orientation on the Paleng-QR PH Program
  • Introduction and updates on the eLGU System

Streamlined Procedures for:

  • Securing Fire Safety Evaluation Clearance (FSEC)
  • Fire Safety Inspection Certificate (FSIC)
  • Certification of Fire Incidents for Fire Insurance Purposes

In addition to core governance and regulatory topics, the activity also highlights LGU participation in various national socio-economic programs such as:

KADIWA ng Pangulo, aimed at providing accessible and affordable agricultural products to the public;

Timbangan ng Bayan, promoting fair trade and consumer protection in public markets; and

Trabaho para sa Bayan Act, a national employment master plan geared towards inclusive job creation and workforce development.

Through this comprehensive coaching initiative, DILG XI-LGCDD reaffirms its support to LGUs in realizing a more streamlined, investor-friendly, and inclusive governance environment. The activity not only reinforces policy awareness but also encourages cross-LGU collaboration and the adoption of innovative practices aligned with national development goals.

As the participants work on localizing these initiatives, the region takes a step closer to making its communities more competitive, business-ready, and resilient in the years ahead.
